Eugene has over 20 years of experience in the government and nonprofit sector. As the Senior Vice President of External Affairs, Eugene manages and navigates priorities at the federal, state and local government levels, along with building out Enstructure’s corporate communication strategy and assisting with labor-management relations.

Prior to joining Enstructure, Eugene served as the State of Delaware’s Cabinet Secretary of Housing. During his tenure, he oversaw a housing finance operation that provided over $400 million annually in mortgage loans to Delaware residents. In addition, he managed the state’s largest single-year affordable housing investment of $122 million. Prior to his time in state government, Eugene served as the President and CEO of the Metropolitan Wilmington Urban League and as a close aide to U.S. Senator Cory A. Booker (NJ).

Eugene graduated from the University of Maryland Baltimore County with dual majors in Information Systems and Sociology. He received a Master’s degree in Public Administration from Wilmington University and studied Non-Profit Management at the University of Delaware.
